Released Thursday by the Information Office of the State Council, the white paper, entitled(题名) "China's Political Party System", explains in detail the formation,(形成) characteristics (特点)and development(发展) of the system and its role in economic and social development.

Multi-party cooperation is a political system that suits China's conditions, the paper says.

"China will not mechanically 机械的copy other countries' political party systems," the document says, adding that the history of modern and contemporary China has proven that blind emulation 盲从of the political or party systems of other countries will not succeed.

Zhuang Congsheng, director of the research office of the United Front Work Department of the Central Committee of the CPC, said multi-party cooperation is different from the two-party or multi-party systems in Western countries and the one-party system practised in some other countries. China has established a unique 独一无二的political party system and its own way to fulfill 履行democracy, he said.

In China, the ruling party执政党 and other parties share the same ideal理想 and same objectives目标, said Zhuang.

The white paper says multi-party cooperation has created a new form of political system in the world.

Under this system, the CPC and other parties work closely together and supervise监督 each other, instead of opposing each other, with the CPC ruling the country and the other parties participating in State affairs according to law.

By the end of 2006, 31,000 people who were not CPC members and those without party affiliation took up government posts at and above the county level, the paper says.

Among them, 18 served as deputy chiefs in the Supreme People's Court, the Supreme People's Procuratorate, and ministries, commissions, offices and bureaus directly under the State Council.

Minister of Health Chen Zhu and Minister of Science and Technology Wan Gang - both educated in Europe - are the first non-CPC members appointed to the Cabinet since the 1970s.

Apart from the CPC, there are eight parties in China: Revolutionary Committee of the Chinese Kuomintang, China Democratic League, China National Democratic Construction Association, China Association for Promoting Democracy, Chinese Peasants and Workers Democratic Party, China Zhi Gong Dang, Jiu San Society and Taiwan Democratic Self-Government League.

Led by domestic demand, growth in emerging East Asia, which excludes Japan, is expected to exceed 8 percent this year for a second year in a row(同去年一样,今年将有超过8%的持续增长), and to moderate slightly next year(明年将会稍微放缓), the bank said in its half-yearly update on the region's outlook. Japan is likely to grow about 2 percent this year and 1.8 percent in 2008, it said.

The bank warned, however, that the problems posed by the US subprime mortgage(次级按揭贷款(subprime mortgage loan) ) crisis, the related credit crisis as well as rising oil prices could hinder (阻碍)East Asia's growth.

The report said the region's financial institutions have relatively limited direct exposures to US subprime mortgages made to borrowers with poor credit histories.

The report said among the economies, China is the largest overseas holder of US mortgage-backed securities -- around $260 billion -- mostly through its international reserve holdings and through holdings of commercial banks. But most of these holdings are backed by US government agencies such as Fannie Mae, the largest US buyer and backer of home mortgages, the report said.

Rather, it said that impact of the crisis on East Asia has instead been heightened uncertainty and a reassessment of risk, reflected in stock market declines.

"Frequent and large reassessments of risk and high volatility in asset prices are likely to remain a part of the scene for some time," the bank said.

Still, if the difficulties in credit markets create a more substantial downturn in the developed world, particularly the US, it would lead to a significant cyclical slowdown in East Asia, the Washington-based institution said. But the impact is likely to be limited given the region's strong macroeconomic fundamentals, the report said.

It predicted that a theoretical decline in US growth to zero in 2008 -- a decline of 2 percentage points -- would be met with a 1 percentage point drop in median East Asian economic growth, to 5 percent from about 6 percent.

"Significant, but no disaster," the report said, referring to the impact of a US recession on the region. "A review of the region's performance in previous global downturns suggests that the impact on East Asia is unlikely to be especially severe or protracted."

East Asian growth was seriously affected during the 2001 US recession that was accompanied by a severe cyclical contraction in global demand for electronic goods. But the bank said there were few signs of such a cycle now.

Record high oil prices, meanwhile, will test the resilience of the region's economies next year, the bank said. Amid surging global demand and supply tightness, average crude oil prices have risen from about $53 a barrel in January to more than $90 in early November.

At $90 a barrel, the price of oil would be linked to an income loss in the region of about 1.1 percent of gross domestic product(国内生产总值) in 2008, according to the bank's calculations.

The report also said the strong economic growth has reduced the number of people living below $2 a day in the region to about 27 percent -- about 500 million people -- in 2007, down from 29.5 percent in 2006 and 69 percent in 1990.

But poverty is now overwhelmingly a rural problem, and it is resulting in widening income inequality, the report said.

"Even as poverty continues to fall in the aggregate, it is often the case that lower income groups experience slower income growth than higher income ones," it said.

The World Bank defines East Asia as comprising bigger economies as the Chinese mainland, Indonesia, Japan, Malaysia, the Philipppines, Thailand, Vietnam, China's Hong Kong, South Korea, Singapore, China's Taiwan and some smaller economies such as Cambodia, Fiji, Lao and Timor-Leste

The majority of 1.3 million people who voted online are in favor of a new public holiday plan that eliminates one of the three Golden Week holidays and adds three traditional festivals to the list.

That was the result from four of the five websites that conducted the survey, which ended last night. The fifth - the National Development and Reform Commission's (NDRC) official website - didn't make its poll findings public.

According to sina.com, which drew the largest number of 590,000 voters, 88 percent supported increasing the number of official holidays from 10 to 11; and 62 percent agreed to including the three traditional holidays - Tomb-Sweeping Day, Dragon-Boat Festival and the Mid-Autumn Festival - in public holidays.

In addition, 81 percent voted for retaining the two Golden Weeks of the Spring Festival and the National Day holidays, and 79 percent supported starting the Spring Festival holiday a day earlier - from the Lunar New Year's Eve - instead of the New Year's Day.

An NDRC official, who did not want to be named, said the economic planner will collect and submit the poll results to the State Council.

Some, however, criticized the poll for the way the questionnaire was framed.

Sang Jie, a Beijing resident, said the survey did not ask if people agreed with the cancellation of the May Day holiday.

"I will lose a week-long holiday, which I used to spend visiting my husband who is working abroad," she said.

A survey conducted by ctrip.com, an online travel service, found that nearly half of more than 1,000 people surveyed said it would be a pity to lose the May Day holiday.

Lin Zhiyuan, a member of the Beijing People's Political Consultative Conference, an advisory body, said soliciting public opinion before a policy is implemented reflects progress in governance, the Oriental Morning News reported.

The new holiday plan, if approved, will entail changes in weddings and travel.

Shanghai Youth Daily reported that many couples may have to cancel wedding banquets booked for the next May Day holiday.

Travel agencies, meanwhile, are tailoring package tours to reflect the new holidays.

Zhang Lingjie, deputy general manager of the domestic tourism department of China International Travel Service Head Office, said that travel agencies will offer more three- or four-day outbound trips.

The controversy over the authenticity(真实性) of photographs of the believed-to-be-extinct wild South China tiger seemed to have come to an end on Friday when a netizen posted online what he claimed was a "convincing proof" 令人信服的证据that the pictures are fakes - a New Year picture of a tiger that hangs on(悬挂) the wall of his home.



The man, named "panzhihua-xydz", said: "It's the same picture. Even the stripes are identical".斑纹都是相同的

He left an online message that he bought the picture last year, but did not specify the date.明确说出具体日期

The discovery has encouraged skeptics鼓舞了怀疑者 who have always believed the pictures were a hoax for financial gain.骗取经济收入

When contacted by reporters, Zhou Zhenglong, the farmer in Shaanxi Province who claimed to be the photographer of the tiger, refused to comment拒绝发表评论, according to Sina.com.

China's urban fixed-assets investment rose 26.9 percent year-on-year in the January-October period, up from 26.4 percent in the first nine months, the National Bureau of Statistics said on Friday.

The pick-up in investment triggered concerns that an interest rate hike could come soon.

The ferrous and non-ferrous metal smelting industries and the non-metal mineral product industry registered the highest growth rates, according to the bureau.

Investment in the real estate sector increased 31.4 percent year-on-year, up from 30.3 percent in the first nine months.

This is in line with property price movements, as China's 70 large- and medium-sized cities saw their house prices rise 9.5 percent year-on-year last month, 0.6 percentage points higher than in September.

"Fixed-assets investment growth is quite fast," said Yang Shengming, an economist with the Chinese Academy of Social Sciences. "It necessitates further macroeconomic tightening."

Although the bureau did not reveal how fast fixed-assets investment grew in October, analysts estimated it may be up to 30 percent, a rate they said was unreasonably high.

Goldman Sachs (Asia) said in a research note that fixed-assets investment growth was 30.7 percent in October, up from 24.8 percent in September.

China has been trying to cool over-investment in some sectors, such as aluminum, to play down the role of investment and exports in its economic growth.

The government has tightened lending, land use and industrial approval for polluting enterprises, but it needs to strengthen those measures as high investment figures in October shows they remain inadequate, Yang told China Daily.

As the New Year approaches, China should remain alert regarding a further rise in investment growth, warned Zuo Xiaolei, chief economist of China Galaxy Securities.

China's commercial banks tend to extend more loans at the beginning of a year to have more interest gains, and this situation may recur next year, Zuo said.

Chinese lenders remain highly dependent on income from loan interest. "If this is not changed, it will be hard for the authorities to control lending increases at the beginning of a year," she told China Daily.

China's first lunar orbiter Chang'e I will change its posture to get positioned on the moon late Sunday, and activate probing facilities aboard afterwards to get ready for scientific exploration, the China National Space Administration (CNSA) said Sunday.

The satellite has gone through a number of tests since it entered the 127-minute polar circular orbit about 200 km away from the moon's surface on November 7, according to Pei Zhaoyu, the spokesman for CNSA.

"All the tests indicate Chang'e I is working properly," said Pei, "and the satellite is in a very good state."

"The power supply is stable; its posture and temperature is under normal control; and its communication with the earth is smooth," Pei said.

After Monday's maneuvers, the satellite will officially kick off scientific exploration of the moon.

During the process, it will also position its solar panel toward the sun for power generating and the directional antenna towards the Earth to allow data to be transmitted back to the Earth.

The 2,350-kg satellite carried eight probing facilities, including a stereo camera and interferometer, an imager and gamma/X-ray spectrometer, a laser altimeter, a microwave detector, a high energy solar particle detector and a low energy ion detector.

The satellite is expected to relay back its first picture of the moon in late November.

The satellite aims to fulfil four scientific objectives, including a three-dimensional survey of the moon's surface, analysis of the abundance and distribution of elements on lunar surface, an investigation of the characteristics of lunar regolith and the powdery soil layer on the surface, and an exploration of the circumstance between the earth and the moon.

Chang'e I is designed to stay on its final working orbit for one year.

Dollar to stay anchor of China's reserves - official

WASHINGTON  - The US dollar will remain the anchor currency of China's massive foreign reserves despite suggestions that the country is too heavily skewed toward the weakening greenback, a senior Chinese central bank official said Wednesday.

Yi Gang, the assistant governor of the People's Bank of China, said the dollar had to continue as key component of the country's 1.4 trillion dollar reserves because it was "the largest currency that we use" in terms of trade and foreign direct investment as well as financial clearances and settlements.

"It is also a very firm policy for China that the US dollar is the main currency in our reserves and that policy is very firm," he said to a question at a forum in Washington.

Yi said recent suggestions that Beijing shift its largely dollar-based reserves toward presently stronger currencies, like the euro, were mere "opinion."

"There is some discussion or comment from maybe scholars, maybe other persons in China in terms of 'there is huge amount of adjustment of reserves.'

"I think that probably is opinion ... if they want to express their opinion, that will be fine, we consider it, we listen (to) it but that does not change our policy," Yi said at a monetary conference organized by Washington-based CATO Institute.

Amid weakening of the dollar, Cheng Siwei, vice chairman of the Standing Committee of the National People's Congress of China, the parliament, said earlier that strong currencies ought to be given more weight in the Chinese reserves to offset the losses in weak ones.

However, US Federal Reserve Chairman Ben Bernanke and Treasury Secretary Henry Paulson defended the dollar's position.

"Dollars remain the dominant reserve asset and I expect that to continue to be the case," Bernanke said.

Noting that the greenback had been the world's reserve currency since World War II, Paulson said, "I put the US economy up against any in the world in terms of competitiveness."

Before Yi's remarks Wednesday, the dollar fell close to a new record low against the euro in London as weak US retail sales bolstered speculation of another cut in interest rates by the Federal Reserve.

The single European currency was trading at 1.4658 dollars in New York in early afternoon trading Wednesday, against 1.4600 a day earlier. In London Wednesday the euro at one point rose to 1.4725 dollars, just off its record 1.4752, set on November 9.

Yi said while the Chinese central bank diversified the major currencies making up its reserves, "the point is the principle for our diversification and the principle that guides us for these reserves is that it should be proportional to our real economic transactions -- meaning trade, FDI (foreign direct investment) and clearance and settlement."

China's forex reserves, which overtook Japan's for the world's top spot in early 2006 and topped US$1.43 trillion in late September, have been boosted especially by the nation's trade surplus.

About 70 percent of its foreign reserves is generally believed to be held in US dollar-denominated paper, principally US government bonds.

This has proven a less-than-ideal investment, not just due to the low yields on government debt, but also the weakening of the US currency.

Delivering a speech entitled "Only an Open and Inclusive Nation Can be Strong" at the the National University of Singapore (NUS), Wen said the 17th National Congress of the Communist Party of China convened in October highlighted China's resolve to pursue reform and opening up and build socialism with distinctive Chinese features and its confidence in accomplishing this endeavor.

"We stand for free trade and oppose protectionism," he said, "We will speed up changing the mode of trade growth, improve trade mix and strive to reduce trade imbalances."

The Chinese premier said China is committed to the basic policy of using foreign capital and will develop innovative ways of using foreign capital, improve its structure and raise its efficiency.

"We will continue to follow an independent, gradual and controllable approach in improving the Chinese yuan exchange rate mechanism, increase its flexibility and gradually make the Chinese yuan convertible under the capital account," he said.

"We take product quality and food safety seriously and work to uphold the interests of both Chinese and foreign consumers," he said.

He added, "We comply with international standards in production and have enhanced law enforcement of and supervision over product testing and inspection."

China is fully committed to protecting intellectual property rights (IPR) and has made a lot of effective efforts in this area, he said, adding that the country stands ready to deepen cooperation in IPR protection with other countries.

On the issue of climate change, Wen said China is ready to work with all other countries to jointly tackle climate change within the framework of the UN Framework Convention on Climate Change and the Kyoto Protocol and in accordance with the principle of "common but differentiated responsibilities".

"We have put in place the legal framework governing opening up and will continue to improve it to place foreign investment activities in China under the rule of law and protect the lawful rights and interests of foreign investors," said the premier.

Wen arrived in Singapore on Sunday afternoon for an official visit to the country at the invitation of his Singaporean counterpart Lee Hsien Loong.

It is the first visit by a Chinese premier to Singapore in eight years.

SINGAPORE: Premier Wen Jiabao and his Japanese counterpart Yasuo Fukuda agreed Tuesday to work together to further develop the "strategic relationship of mutual benefit" between the two countries.

The meeting between the two leaders - on the sidelines of the annual summits of the Association of the Southeast Asian Nations (ASEAN) in the city state - was the first since Fukuda took office in September.

The atmosphere at the meeting was "friendly", said Qin Gang, a Foreign Ministry spokesman.

"Premier Wen invited Prime Minister Fukuda to visit China," Qin told reporters after the closed-door meeting ended with the smiling leaders strolling together to a hotel restaurant for lunch. "The two sides need to discuss a specific date."

Fukuda told Wen that he hopes to visit China as early as possible, saying he will try to make the trip "within this year or early next year".

Calling the prime minister a "well-known Japanese statesman", Wen said Fukuda called him only four days after taking office,(就职) which indicates that he values relations between the two countries.表明他重视两国关系

Relations began to thaw 解冻after Koizumi was replaced by Shinzo Abe, who did not visit the shrine while in office.

In April, Wen paid a three-day official visit to Japan, during which he reached consensus with Japanese leaders on forging 建立战略互惠关系a strategic, mutually beneficial relationship.

In the past year, Chinese and Japanese leaders resumed 恢复contacts and visits, and reached consensus on handling sensitive issues such as the Taiwan question and wartime history.

Premier: Economy to grow by 11.5%中国经济增长11.5%

SINGAPORE: China's economy is expected to grow 11.5 percent this year, Premier Wen Jiabao said Tuesday.

Wen, in Singapore on a four-day official visit and to attend a series of Association of Southeast Asian Nations meetings, made the forecast when meeting embassy staff and representatives of Chinese entrepreneurs and students.

China has enjoyed 9 percent year-on-year growth for 30 consecutive years while growth surpassed 10 percent in the past five years, he noted.

But he stressed that the government must prevent the economy from overheating; and make sure that structural price rises do not move toward high inflation.

"Only by achieving that can we enable the economy to grow in a stable and healthy manner," he said.

The consumer price index reached a decade-high 6.5 percent last month, matching the peak in August, with prices of foodstuffs rising 17 percent year-on-year.

Wen also called for efforts to transform the economic development mode to emphasize efficiency.

"An important task for us is to continue our efforts in energy conservation and pollution reduction."

The country has taken a major step toward launching a recall system for a wider range of consumer products in the domestic market by completing the first draft regulation.中国完成了第一个针对更广泛的国内市场消费品的回收条例草案的编制,在建立回收体系方面迈出了主要的一步。

The draft regulation on the recall of defective products applies to all products that might harm public health or personal safety, Liu Zhaobin, director of the policy and legislation department of the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), told China Daily on the sidelines of a quality control symposium Thursday.在周三的质量管理控制座谈会上,质量监督检查和检疫管理中心立法部门主任李朝斌告诉旁听的中国日报的记者:政策和回收有缺陷产品条例草案主要针对所有可能危害公共健康和人身安全的产品制定的。

He did not list the products covered by the draft but - apart from automobiles, toys, drugs and foodstuffs that are already covered by various recall systems - they might include medical apparatus, home appliances and public facilities such as elevators and cable cars.他没有列出草案中所包含的产品,但是除了汽车玩具烟草以及粮食已经许多回收体系政策包括之外,医疗器械,家具用品以及电梯缆车类的公共设施也可能包括在内。

According to the draft regulation, producers are required to take back unsafe products; or else the government will order a recall, and fine and punish producers, Liu said.

"For example, if their failure to recall causes any serious public harm, producers can have their production licenses revoked and be subject to criminal charges," he said.

Liu said the draft has been sent to some enterprises and government departments to solicit opinion, and "if everything goes smoothly, the draft regulation could be adopted by the State Council as early as next year".

Generally, a State Council regulation takes effect a month after being passed.

Jiang Tianbo, a senior official with the State Council Legislative Affairs Office, confirmed Thursday that listing the draft regulation on the legislative agenda for next year is being considered.

Officials and experts believe that the introduction of a comprehensive recall system, backed by laws and regulations, will greatly help improve product quality and protect consumers' rights.

"The establishment of a sound recall system is one of the fundamental ways to improve the quality of Chinese-made products," AQSIQ Vice-Minister Pu Changcheng said at the symposium Thursday.

With more new technologies and materials being used, the possibility of defective products is increasing, he said. But currently, product safety issues are addressed mainly by market access control, random sample tests and compensation for damage caused by defective products.

Wang Liming, a member of the law committee of the National People's Congress (NPC), the top legislature, also said that he would suggest that the NPC amend the Product Safety Law and the Law on the Protection of Consumers' Rights and Interests by adding provisions on the recall of defective products to offer the system greater legal backing.

But experts questioned whether the regulation could be properly implemented as the country has no product injury monitoring system or a sound product retrospective marking system.但是专家质疑条例能不能正确实施,因为中国没有产品伤害监督系统或者可靠的产品回顾认证体系。

China's State Council, or cabinet, has ordered all central government bodies to use "economic, energy-saving, environmentally friendly and domestically manufactured" automobiles and ban the private use of official cars.国家政务委员会,要求所有政府部门在使用车辆的时候遵循“经济、节能、环保和国内制造”原则,禁止公车私用。

"All units should tighten the regulation of cars and cut down the size of the fleet to a controlled scale. The number of automobiles should not be increased unless a new department is formed," said a circular issued earlier this week by the Government Office Administration of the State Council.

It said excess cars, or those violating pollution standards, should be removed from service by year-end.

The circular asked all officials to "strictly abide by" regulations on car use and be first movers in the use of domestic, low-emission, economic and manual-transmission cars.

"Except for special needs, all units, in principle, should not use off-road vehicles," it said.

The circular said departments could not purchase cars on their own without central government approval.

High-emission, heavy-pollution cars should be replaced before June 2008, the circular ordered.

Government departments were also told to use cars less often and more efficiently, use more public transport outside of Beijing, and avoid using official vehicles during festivals or large national events.

Official vehicles were not to be used in private business or leased for commercial purposes, the circular warned.

It also said that using seniority to gain the use of government cars owned by lower-level departments, or accepting vehicle donations from private enterprises, were both strictly banned.

The circular asked all departments to standardize driving rules to conserve gasoline, with a goal of cutting usage about 20 percent by the end of next year.

The tightening of the car regulations has stirred heated debate online.

A post at xinhuanet.com said the regulation should be "deepened into the grassroots level" and curtail the number of cars used at the local government level, where there was "rampant" use of official vehicles for private purposes.

"Detailed rules should ... specify the price range of official cars to reduce the overall cost and encourage the use of low-emission cars," another post says.

Most domestic-brand, low-emission cars are at the lower end of the price spectrum in China, the post said, adding that price restrictions could further curb "the harmful trend of more luxurious official saloon cars".

The rate of new HIV/AIDS infections in China is slowing and is now mainly being transmitted through sex, China's Health Minister Chen Zhu said on Thursday.

"At present, the AIDS epidemic in China is spreading at a slower rate," Chen told a news conference. "Sexual transmission is now the main route for the spread."

The country is estimated to have 50,000 new infections in 2007, down from 70,000 new cases in 2005, according to the minister, citing a joint report by the Ministry of Health, the World Health Organization (WHO) and UNAIDS two days before World AIDS Day on December 1.

Of the new infections, 44.7 percent will come from heterosexual transmission, 12.2 percent from men having sex with men, 42 percent from intravenous drug use, and 1.1 percent from mother-to-infant transmission, the report said.

By the end of October 2007, a total of 223,501 people had been officially reported to have contracted HIV, including 62,838 people with fully-blown AIDS, Chen said.

However, according to an estimate made by the Ministry, the WHO and UNAIDS, China will have as many as 700,000 people living with HIV/AIDS by the end of 2007, including 85,000 AIDS patients.

The difference between the estimated figures and the official figures is partly due to reluctance by individuals to come forward for treatment, the report said.

"China's HIV epidemic remains one of low prevalence overall,在中国的传播速度整体上处于一个比较低的水平, but with pockets of high infection among specific sub-populations但是在特定群体中的传染率较高," said the 38-page report.
